Russell County – County Administrator Russell County, Kansas (population 6,639; $17,049,380.00 budget (2024); 93 FTE’s), located in Central Kansas at the intersections of Interstate 70 and US HWY 281. The County encompasses approximately 900 square miles and has 8 incorporated cities along with one of the state’s largest fishing /recreational lakes within the county. The City of Russell, Kansas, serves as the County seat.

The Russell County Board of Commissioners is a three-person elected body and will be transitioning to a five-person board representing five districts with the November 2024 election with overall responsibility for county government, setting policy and performing executive and legislative functions. Commissioners serve four-year terms, with two of the five commissioners being elected in the same year, and the other three commissioners elected two years later. The County Administrator is appointed by the Commission and is responsible for managing the resources and non-elected personnel of Russell County.

Operations generally involve managing and overseeing annual operating and capital budgets, coordinating and supervising all departments under direct authority of the Board of County Commissioners, coordinating administration of all County departments, agencies, offices, and boards, and other duties as assigned by the Board of Commissioners. Desired Education and Experience would be a bachelor’s degree in public administration, business administration, or related field. Relative experience will be considered in lieu of education.

Candidate must have a minimum of 2-3 years progressively responsible experience and a record of achievement as a County Administrator, City Manager or Assistant or a comparable department head in a full-service, quality-oriented organization. The ideal candidate will have demonstrated effective supervisory experience of appointed officials, ability to work effectively with appointed and elected department heads; experience in seeking and managing grant opportunities, proven record of successful intergovernmental relationships, financial management, budgeting skills and effective communication through local news outlets and social media. This candidate will be a driven, forward-thinking consensus builder with a collaborative spirit.
